In Norway, you must be at least 16 years old to apply for a moped license M146 for two-wheeled, M147 for three/four-wheeled. A basic traffic course must be completed first.
When applying for a light motorcycle license A1
The minimum age to obtain an A1 light motorcycle license is 16. Candidates must complete theoretical and practical training under a certified school.
When applying for a medium motorcycle license A2
For an A2 license motorcycles 35 kW, you must be at least 18 years old and complete additional training modules specific to this category.
If you are applying for a full motorcycle license A
To obtain a Category A license for unrestricted motorcycles, you must be 24 years old for direct access or 20 years if upgrading from A2 after 2 years.
When completing the basic road traffic course
All motorcycle and moped learners must first complete the Trafikalt grunnkurs basic traffic course, which is required before any practical driving starts.
When progressing through motorcycle training modules
Motorcycle training in Norway follows a four-step model: basic knowledge, technical handling, traffic training, and final training and each with evaluation checkpoints.
At the end of training
To earn a motorcycle or moped license, candidates must pass both a theory test and a practical riding exam conducted by the Public Roads Administration.
When you already have a car license
You hold a B license car, you do not need to retake the trafikalt grunnkurs when applying for a motorcycle license you proceed directly to category-specific modules.
If upgrading from A1 to A2 or A2 to A
Riders upgrading from one motorcycle category to the next e.g., A1 → A2 or A2 → A only need to complete the training/testing modules that are not already covered.
When preparing for the motorcycle theory test
In Norway, candidates can sit the motorcycle theory test up to 6 months before reaching the minimum age for that license category.
When applying for a Category A1 license
The A1 license allows you to operate motorcycles up to 125 cc and 11 kW power. It is the first step in the progressive license system.
When operating a moped under Category AM146
The AM146 license is for two-wheeled mopeds with a top speed of 45 km/h. Exceeding this speed may lead to reclassification and fines.
When attending moped training
Moped training consists of traffic understanding, riding skills, and on-road safety and spread across 3 main modules.
When booking a practical exam
Only after passing theoretical modules and completing step 4 of practical training can you book your driving test with the Norwegian Road Administration.
When riding a motorcycle with learner permit
Learners must be accompanied by an instructor or follow certified training, and both must wear reflective vests during sessions.
When applying for A2 license via direct access
Direct access to A2 requires a complete training path with theory, guided rides, and on-road risk training.
When upgrading from A1 to A2 after 2 years
Riders with 2 years experience in A1 can upgrade to A2 by completing an upgrade course, without a new theory or full driving test.
When renewing a motorcycle license
Motorcycle licenses must be renewed every 15 years, and include a vision test for those over 70. No new exams are required if the license is valid.
When failing the theory or practical test
In Norway, test retakes require re-registration and a new test fee. It is advised to study and practice thoroughly before retesting.
When riding with Category A license
The Category A license allows operation of all motorcycles, including those above 35 kW, with no restrictions on engine size or power.
